Pylyp Orlyk (1672–1742) was a Ukrainian hetman and diplomat, famous for authoring one of the first constitutions in Europe, known as the “Constitution of Pylyp Orlyk,” drafted in 1710. This groundbreaking document laid out principles of governance, separation of powers, and rights, reflecting early ideas of democracy and rule of law long before they became widespread in Europe.

Orlyk served as the hetman of the Zaporozhian Cossacks-in-exile after the defeat of Hetman Ivan Mazepa and the Battle of Poltava in 1709, when the Cossack state lost its autonomy under Russian pressure. From exile, Orlyk sought to restore Ukrainian independence, engaging in diplomatic missions across Europe to gain support against Russian domination.

His constitution and efforts symbolize the Ukrainian struggle for self-rule and legal governance. Though his plans for an independent Ukraine were never realized during his lifetime, Orlyk’s ideas influenced later generations and remain a proud symbol of Ukrainian statehood and democratic aspirations.
